MISSING TWO CAT BROTHERS (Troy/ Tipp City)

Hello, I am looking for my missing cats whom I raised since birth, Rouge Miel & Rascal Pascal.
Both of these cats are properly indoor and outdoor cats who always come home.
My family and I live behind the YMCA on 25A in between Troy and Tipp City, OH.
When my cats first went missing in August 2022, Rascal was never returned to me even though he was seen with his older brother from what the front desk said at a Tipp City Vet off of 25A.
Only Rouge was returned to me.
Though at the end of June 2023 when I traveled out of state, my family told me Rouge hadn't come home.
Rouge was not returned to me nor was scanned.

I have reasons to believe people stole them and/or are preventing to return them to me.
Especially since a neighbor trapped and relocated another neighbor's cat 31 miles from their home (this cat was found).
