Rehoming German Shepherd (Dayton)

I have a year and a half old German Shepherd mix named Pepper who is nervous around my Rottweiler.
They are both male, and now that he is mature, they don't get along.
We also have a backyard that doesn't have a good fence to let him run around without getting out without being watched.
He is an escape artist.
He is a very smart animal and is adorable.
He loves to chew, so he will need a good yard, have a lot of toys, and someone who can give him the attention he deserves.
He gets along with my cat, so he is a good family dog.
